The City of Gillette has implemented a digital plan review process to help minimize the use of paper, storing of that paper, provide ease of access and use, improve accessibility to project status, coordinate review efforts allowing for a more complete and accurate review process.

The City has tried to anticipate your questions. Below is a list of some of the most common questions we have heard regarding the digital plan submittal process, better known as ePlans Electronic Review.

  • What is my Role in the ePlans Electronic Review Submittal Process?

    As a Developer, Design Engineer, Architect, or the person applying for the permit, your Role will always be called the Applicant.

    Applicant: Provides materials for electronic review
    • Must file application with Submissions Coordinator
    • May be required to upload files for review*
    • Will receive notifications via email when interaction is required
    • Can view the comments throughout the review process
    • May need to upload revised files*
    • Will receive email notification on final approval
    • Will need to download, wet stamp and return hard copies to appropriate division

      *Should you be required to submit additional or revised information, an email notification will instruct you to do so.

  • What is ePlans Electronic Review?
     
    ePlans Electronic Review
    is the name for our new computerized system providing for the digital submittal and review of planning, building, engineering and utilities applications.

  • How is ePlan Review different from the Department’s Current application Process?
     
    ePlans Electronic Review
    builds off of the current Planning, Building, Engineering and Utilities application process. It does not significantly alter the basic steps in the process for either those submitting applications or those reviewing applications. Rather, ePlans Electronic Review employs readily available World Wide Web technology to ease the submittal and review of applications.
     
  • Which applications does ePlans Electronic Review include?
     
    All
    Planning Department, Building Department, Engineering Department and Utility Department applications will be submitted and managed through ePlans Electronic Review.
     
  • When will the City of Gillette begin using ePlans Electronic Review?
    • Effective July 1, 2010, the City will begin using ePlans Electronic Review.
       
    • Effective January 1, 2011, all applicants will be required to submit plans through ePlans Electronic Review.
       
  • Do I need a computer to use ePlans Electronic Review?
     
    Yes.
    The availability of a computer with Web access is vital for ePlans Electronic Review. You will also need an email address. The uploading of files and the communication regarding your application will be handled primarily via email and the Web.
     
    If you do not have access to a computer, there will be a computer available for you at the City of Gillette.
     
  • Will all paper copies be eliminated entirely from the application process?
     
    No.
    The City of Gillette recognizes that there will be times when paper copies will be necessary to meet the needs of our customers. The most common instances of paper copies will be the application form and final submittal materials.
     
    In both of these instances, original signatures are required on the forms and, in the case of certain final materials, professional certification stamps are called for. Until such time as digital forms of signatures and professional stamps are allowed by State and local statutes, paper copies will need to be submitted which display ink signatures and the applicable professional certification stamps.
     
  • What software do I need to use ePlans Electronic Review? 

    No special software is required, as this is a browser based application that runs through Internet Explorer (version 7 or higher) and a connection to the internet. You will only need to install the ePlans Electronic Review components the first time you use ePlans Electronic Review.
