Water Systems Technician

NATURE/PURPOSE OF WORK: Under general supervision, undertakes and performs a variety of installation, repair, monitoring, maintenance and related tasks associated with the operation of the City of Gillette water treatment and distribution system.       

JOB FUNCTIONS/DUTIES: The following EXAMPLES OF DUTIES are NOT intended as a comprehensive list.  These provide a representative summary of the major duties and responsibilities.  Incumbents may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

EXAMPLES OF DUTIES: Locates, installs, maintains and repairs water mains, water service lines, fire hydrants, water meters, pumps, motors, valves and other equipment. Travels to all City of Gillette well sites, tank sites, pumping and treatment facilities. Reviews, assess and undertakes a variety of well and well site facility repairs and/or maintenance. As required, cleans building and surrounding areas. Mows grass, applies herbicides and pesticides. Paints and undertakes well site facility repairs.

  • Performs preventative and restorative maintenance and repairs. Lubricates pumps and valves. Cleans and/or changes filters. Changes chlorine containers and related devices.
  • Responds to well site, tank site, pumping and treatment site trouble calls. Assess needs. Undertakes repairs.
  • As directed, takes water samples.Tests and/or forwards for testing.Participates in the process utilized to determine water quality in relation to applicable safe drinking water regulations.
  • Will be required to monitor security and integrity of critical drinking water facilities according to mandated standards, and be able to respond in emergency situations with critical thinking skills and leadership.
  • Installs, repairs, and documents water meters and automated reading devices in residences, businesses, meter pits, crawl spaces, and vaults.
  • Performs water on and water off appointments including shut off for non-payment.
  • Is required to perform customer service interaction with citizens and customers in potentially challenging situations.
  • Locates and marks underground utilities.Uses all available utility maps, engineering drawings and electronic equipment.Locates line, junction or valve for customers and for other utilities.Marks the location with stakes, flags, or paint. Reviews maps to calculate distances, confirm locations.Records and inputs changes to maps with GIS.
  • Must be able to fit test, wear, and perform work while wearing a SCBA (Self Contained Breathing Apparatus) which may require being clean shaven.
  • Must be able to climb water reservoirs and work at elevated heights.
  • Performs other duties as assigned or required.

KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

  • Knowledge of applicable city, county, state and Federal statutes, rules, ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations.

  • Knowledge of the use of general to specialized construction and/or water system tools and equipment.
  • Skill in reading, understanding, interpreting and applying relevant city, county, state and Federal statutes, rules, ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations.
  • Skill in assessing and handling multiple tasks, projects and demands.
  • Skill in working within deadlines to complete projects and assignments.
  • Skill in assessing, analyzing, identifying and implementing solutions to problems.
  • Skill in establishing and maintaining effective working relations with co-workers, other City employees, representatives from other city, county, state and/or Federal agencies, vendors, contractors, the general public and/or others having business with the City of Gillette.
  • Skill in operating a personal computer utilizing a variety of software and operating systems/applications. Knowledge of applicable city, county, state and Federal statutes, rules, ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations.

MINIMUM QUALIFICATIONS:

A high school diploma or GED AND one (1) year of relevant water system operations or closely related experience OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.

ADDITIONAL REQUIREMENTS:

  • Must obtain within one year of employment and must maintain the minimum of a State of Wyoming Department of Environmental Quality (DEQ) Level I Water Systems license.
  • Must obtain within two years of employment and must maintain a Level II Distribution and Level II Water Treatment license.
  • Must obtain within ninety (90) days of employment and must maintain a State of Wyoming Commercial Driver’s Class A with tanker endorsement and air brakes License (CDL).
  • May be required to obtain within a specified period of employment and must maintain other licenses and/or certifications required to perform the functions of the position.
  • May be required to lift and/or carry heavy, bulky supplies, materials and/or other items weighing up to 75 pounds.
  • May be exposed to dangerous machinery, potential physical harm, hazardous materials, extreme weather conditions and infectious diseases.
  • May be required to work outside the traditional work schedule.
  • May be subject to call out and/or callback.
