City Seeks Input on Personal Electric Vehicles

The use of certain personal electric vehicles, such as electric bicycles, scooters and dirt bikes, is growing across the nation and in our community. Here’s a summary of current state law and city code as it relates to the use of electric bicycles and electric dirt bikes:

• Electric Bicycles and Electric Dirt Bikes Are Not the Same!
  • Electric bicycles have functioning pedals, a seat and electric motors less than 750 watts (See Wyoming State Statute 31-1-101(xxxiv))
  • Electric dirt bikes have electric motors of 750 watts or more, do not have functioning pedals and are classified as Off-Road Vehicles (ORVs)
• Electric Dirt Bikes Are Off-Road Vehicles (ORVs)
  • Per current state law, ORVs cannot be driven on sidewalks ORVs can be operated on public streets, but with restrictions
  • Street drivers must have a driver’s license and insurance
  • For more on the operation of ORVs, see Wyoming State Statute 31-5-1601
• Electric Bicycles Are Allowed on Public Streets
  • Similar to regular bicycles, no driver’s license or insurance is currently needed to operate these on public streets
  • Operators must follow all traffic laws (See Wyoming State Statute, Title 31)
• No bicycles, skateboards, or roller skates are allowed on sidewalks in C-2 zoning districts, which includes downtown.
